[wix-users] MSI hangs randomly

I have an MSI that often (but not always) ends up hanging for a long time, with the last piece of logging as:

It will hang randomly, even if we deploy it over and over on different VMs, with the OSs installed the same exact way each time (even down to the IP address used).

Any idea what would cause this?
