Define your icon file with all of the various resolutions in it, then the OS selects the size of the icon based on user input or other OS rules. There is nothing in Wix related to this so far as I am aware. It just relates to how you define the icon file.
There is in my opinion a slightly confusing note to the MSI docs for the Icon Table about the Icon name matching the extension of the target file.

>From my tests, the correlation is between the Wix::Icon/@Id and the target file of an advertised Wix::Shortcut/@Target. Make sure that the extension portion of these two entries match, regardles of the actual name of the file specified in Wix::Icon/@SourceFile

Subject: [wix-users] Possible to have large and small icons?
Wix 3.10.2
I'm wondering / hoping that there might be a way to define both a large (for use in the footer info in ARP and on the taskbar when the program is being installed) and a small one (for the installer title bar, the line entry in ARP, properties, etc)?
I tried defining just a 64x64 icon the Bundle IconSourceFile attribute, hoping it would scale down nicely (it did not). I don't see anywhere where I can define a second icon.
Cheers!
Jon
