0x8013141a - CORSEC_E_INVALID_STRONGNAME (defined in CorError.h)

Most commonly from using a custom build of WiX, or partially strong name signing your BA's dll. Hopefully Fusion logs would help you diagnose the issue - https://docs.microsoft.com/en-us/dotnet/framework/tools/fuslogvw-exe-assembly-binding-log-viewer
