[wix-users] SuppressDowngrade still installs a bundle

I know why we're getting the SxS installs. The underlying MSIs are designed
to be SxS when shipping in different products, but within some version
ranges we want the bundle to upgrade. So we defer to the bundles to handle
the upgrades. I'm not fond of the model and I know we cannot handle both
worlds.

What Burn is doing makes perfect sense, I really just wanted to clarify the
docs as it read like it would never even hit planning at all.
