[wix-users] wix 3.10 and 3.11 not being recognized as greater than wix 3.0

I am trying to use jpackage, and have installed and added wix version 3.11
to my PATH, but when trying to use jpackage in command prompt I
receive the following error: Detected [candle.exe] version project. but
version 3.0 is required. Is this a known issue?
