[wix-users] please install v141_xp build tools

I have installed the v141_xp build tools, but I nevertheless get the error
below:

v141_xp build tools, please install v141_xp build tools.  Alternatively, you
may upgrade to the current Visual Studio tools by selecting the Project menu
or right-click the solution, and then selecting "Retarget solution".

I also tried: D:\SystemFolders\Downloads\wix3 > msbuild
/p:PlatformToolset=v142
Same result.

The error is raised for the following projects:

dutil.vcxproj
wcautil.vcxproj
deputil.vcxproj



Any hints regarding this issue?
