[wix-users] Register dll

That may or may not be relevant depending on whether the DLL is a COM dll or a .NET DLL.

I tend to use Heat and follow a process if that doesn't work.  I've been known to help people figure out how to author 1 dll  from time to time for free if someone needs help.
