[wix-users] Burn: Making full and lite version of installer

I've seen people mention this before (like here
https://github.com/wixtoolset/issues/issues/3746#issuecomment-272406288),
but I can't find an issue for it. Maybe you'll be the person who finally
creates an issue for it?
