[wix-users] Official 3.14 release date

FWIW, I tried the latest dev build of 3.14
<https://wixtoolset.org/releases/v3-14-0-2927/>, and it appears to detect
VS 2017 for me both when VS 2017 and VS 2019 are installed side by side,
and when only VS 2017 is installed. In both cases though vswhere finds all
installed instances just fine for me.

Thanks for pushing that build out. Next we'll try to use it for VS 2019 and
will report back if we have any issues.
