[wix-users] WiX error while installing Votive 2019 exe for VS 2017

The following usually suggests your certificate store is out of date. Windows Update should get you up to date:

22-08-2019 19:28:19 - 	Extension is signed with an invalid certificate
22-08-2019 19:28:19 - 		(PartialChain)      : A certificate chain could not be built to a trusted root authority.
22-08-2019 19:28:19 - 		(RevocationStatusUnknown): The revocation function was unable to check revocation for the certificate.
22-08-2019 19:28:19 - 		(OfflineRevocation) : The revocation function was unable to check revocation because the revocation server was offline.

22-08-2019 19:29:33 - Certificate is invalid: Votive2017.vsix
22-08-2019 19:29:33 - Skipping cache of package 'Component.WixToolset.VisualStudioExtension.Dev15,version=1.0.0.4' since the package or a parent package had a vital failure.
