[wix-users] ExecuteAction Return Value 3

Hi Christopher

I've seen this happen where things like DeviceGuard (part of Windows
Defender) locks down parts of the registry and sets the permissions to
Trusted Installer, effectively locking out administrators. Don't have a
solution unfortunately.
