[wix-users] Remove MSI on Update without running a CustomAction in it

You can author Upgrade element in the first MSI to upgrade from the legacy third MSI. This way both the first and third MSI packages will be upgraded to the newer first MSI, so the custom actions of the third will not be executed. -- Nir Bar, Independent WiX Expert.
