[wix-users] SetDirectory Issue

Directory's Name attribute does not support formatting such as [APP_DIR].

Additionally, your SetDirectory element is sequenced in InstallExecuteSequence only so it isn't executed with full UI.
You can publish a SetProperty on the Next button of the dialog where the user browses for folders.
