[wix-users] Disable Uninstall button?

In Windows 10 - Apps & features, clicking on my application will show 
the two buttons 'Modify' and 'Uninstall'.
Is it possible to disable the 'Uninstall' button to force users to use 
the maintenance UI to remove the application?

If I include any of the properties ARPNOMODIFY, ARPNOREPAIR or 
ARPNOREMOVE then both the 'Modify' and 'Uninstall' buttons will be 
grayed out so I do not know how to only gray the 'Uninstall' button.
