The packages are used in an automated deployment pipeline. When the
original change had been made to lower case the property, the CA that
set it in the session was sequenced in both Install and Execute as first
sequence. With the packages being installed unattended, the property
was created and set in the execute sequence and hence it was available
to the setter.

Classic blunder that went unnoticed...
