[wix-users] Struggling with ICE38 for a per-machine MSI

Turns out it doesn't really matter because my whole aim is to build the
installer on the TFS build server. ICE can only be run interactively or
from an admin account, both of which have huge negatives on the build
machine.
So -sval it must be.
