Yes, HKMU and suppress ice 57, it's what I do also.

I swear from the digging I did, HKMU and suppressing ICE57 was safer.  IE, the only reason it could be "bad" is if someone messes with ALLUSERS at install time (which the ICE doesn't take into account), but if they force your per machine install to install per user, then the HKMU would map to the per user location, which is what one would expect...

IIRC, there is something about Roaming profiles that will be broken and other cases related to GPO type stuff. I wish I remembered the details...

I figured out I can pass light -sice:ICE38 -sice:ICE43. Nothing seemed to go wrong installing and uninstalling. While I dislike suppressing errors, the alternative is less desirable.
I don’t see other installers creating a registry value for each user for each shortcut. It seems super weird that it’s acceptable to direct people to do that.
