Neither package - the one that appears or the one which doesn't - has that property set. Besides, if that was it, why would installing it outside of a bundle make a difference?

Check the property table of MSI (which is not being shown in ARP)using orca
to see if ARPSYSTEMCOMPONENT property is set to 1...
