[wix-users] Bootstrapper - Change

[Ondrej Krc-Jediny]

So I removed ADDLOCAL, REMOVE and REINSTALL from MsiPackage properties and
handle everything via OnPlanMsiFeature. My .msi is being run now. Thank you
for your suggestions.
