[wix-users] Verbose MSI log not getting generated even after specifying /l*v

Its win7 OS and the logs are definitely not split. Also,  i have a single
msi file. I would have assumed that user is doing it wrong but i have
confirmed it multiple times with them.  They even sent me the command line
they used. Also,  i have seen it in past with another customer so i am sure
there is something to it.
