[wix-users] .Net Framework install not working

Yes, what is specified in your mentioned blog is done in my
BootstrapperCore.config file and so it is working as expected..
Btw, using Dism.exe or fondue.exe is not a bad idea. I say, it would be
more simpler to manage....
