[wix-users] Bug: Install fails on XP in WixSchedInternetShortcuts

When attempting to run a major upgrade on XP, my 3.10 install failed:

The installer has encountered an unexpected error installing this 
package. This may indicate a problem with this package. The error code 
is 2769. The arguments are: WixSchedInternetShortcuts, 3,

Rebuilding the msi using 3.9 allowed a successful upgrade.
