[wix-users] customize burn bootstrapper application

1. Burn without license terms, yes, I think it's there.
2. Only install and cancel button, locale language combo etc --go for
managed  custom BA
3. Closing the burn during msi progress, can't achieve this, I had the same
thought some time back
