[wix-devs] Build and test with Windows on Arm

Could it be better to explicitly say which version is targeted, instead 
of it trying a new version that might not be compatible?

I see the advantage of allowing this, but IMHO, problems when a new user 
will try a new dotnet version can be hard to diagnose as well. I have no 
experience with dotnet in general, but in C/C++ world, hoping new 
versions of compiler will *just* work is usually a false assumption, 
especially if warnings are enabled.
