[wix-devs] VS2019 tools requirement

I started those tests before the move to VS2022 but committed after. I don't see those sorts of issues because I still have v142 installed for other projects.

The E2E test WixE2E.WixE2EFixture.CanBuildPackageWithNativeWindowsApp fails if the VS2019 v142 build tools are not installed. I thought that the work that @barnson did to support VS2022 ended up with only the v141 & v143 tools being required.

I found this while documenting the required workloads and components. I haven't unraveled enough of the build & test process to understand why this occurs and if it purposeful or not.
