I understand now (thanks to quick discussion after todays' meeting). Issue #6464 (https://github.com/wixtoolset/issues/issues/6464) opened to track it.

There are two .wixproj in this folder
https://github.com/wixtoolset/wix4/tree/develop/src/test/burn/TestData/TestBA.
One builds all of its .wxs files with InstallerPlatform x86, the other builds all of its files with InstallerPlatform x64. How can this be combined into one .wixproj?
