[wix-devs] Broken Build

OK, I see that MS claims to have a fix, but there is no schedule for its
release .Not only do we have to twiddle our
thumbs, but we have no idea when we'll be able to stop!

This has gone from playing roulette to playing roulette with a broken wheel.

Repetition without explicit cleanup sometimes seems to beat the odds.
I'm used to things working better when you
stick to a superstitious routine and worse when you don't. Perhaps we
just haven't found the right superstition yet.

I never trusted the incremental wix3 build either which is why I did all the multiproc hacking, to make a full clean build fast. (Pick your battles.) That's also why I started doing traversal projects. Maybe that'll help with incrementality...?

The problem is that the build process is not incremental and as seen on the CI machine never has problems from a fresh clone (aside from the poisoned nuget cache mentioned in a different thread).
