[wix-devs] 6176 - Add new element for custom BA data and BE data

I created a WIP for a new element like we touched on in the last meeting
for data going into BootstrapperApplicationData.xml or
BundleExtensionData.xml. I couldn't come up with a better name than
BurnCustomTable. Any better ideas or other comments on the WIP?
