[wix-devs] Repository relationships

Hi,

I'm struggling to understand the relationship between repositories such as https://github.com/wixtoolset/Iis.wixext and the equivalent code in https://github.com/wixtoolset/wix3 (https://github.com/wixtoolset/wix3/tree/develop/src/ext/IIsExtension)

When creating a MR for WiX, which repo should I look to be incorporating my change into?
