[wix-devs] Dtf repository MakeSfxCA and SfxCa tools

To date, thanks to Sean, I have taken a first step in the Dtf repo.
Now we need to create a new project to manage the nuget package
(https://github.com/wixtoolset/Dtf/pull/3#issuecomment-640424499).
Sean's proposal is "WixToolset.Dtf.MSBuild.csproj", which I think is not so
bad (I like simplicity and linearity).
We can however continue with the development and use this as a temporary
name,
but it wouldn't be bad to start thinking about the final name for this new
project.
Regards

Do you know whether all of that is possible without installing something on
the machine first? I did a quick look when migrating the MSBuild tests in
Tools and didn't find anything on how to create your own Sdk.

WixToolset.MSBuild.CA?
