Sounds right. We want our .NET Core v2.1 code to run on .NET Core v3.x (and .NET v5, hopefully) without requiring .NET Core v2.1 to be installed as well.

After reading through the options, I think we want RollForward to be Major.

"Major -- Roll forward to lowest higher major version, and lowest minor version, if requested major version is missing. If the requested major version is present, then the Minor policy is used."
