[wix-devs] Trying to build nuget package for wix 3.11.1

I would assume that they took the binaries zip file (produced as part of the build) and packaged it as a nuget package.

AFAIK the toolset hasn't released any public nuget packages, yet. Although I have consumed a couple of the ones that have been placed there.

Let me clarify my question.  I am wondering how the following package gets
built:  https://www.nuget.org/packages/WiX/3.11.1

Also, for clarity:  I am implementing 5490 in my fork of wix3 because my
org is unable to wait until wix4 becomes stable.
