[wix-devs] documentation for WiX v4

We have not created that repo over yet but should.

Currently the wix.xsd (that generates the bulk of the documentation) exists in the Data repo. Nothing happens to it there (it isn't used for anything but documentation purposes at this point) so I don't think this is the right place for it. That leads to a few questions:

1. Should we create a "Documentation" or "Doc" repo and move the .xsd and the .chm build to that repo? 

2. Should we bother creating the .chm documentation and instead move everything to the web?

3. If we keep the .chm, where should we ship it? With Votive? That's the only thing that really has UI any more.

4. The .xsd needs to eventually make its way to the `VisualStudioExtension" (aka: Votive) repo. (I know, not a question)


Thinking out loud: If we get rid of the .chm (something I'm basically good with) then the handwritten content probably all moves to the "Web" repo. That means we'd need to figure out where the wix.xsd should live and how to generate its web content form (maybe share the wix.xsd with "Web" repo and let the Web repo build take care of generating the html doc).

Any opinions?
