[wix-devs] Issue 5809: WSL, CaseSensitive files on windows

Pondering if we should be using DICT_FLAG_CASEINSENSITIVE and then not doing the uppercase to begin with... But would we need to support someone ever authoring on LSW case sensitive on, and taking 2 files w/ the same name and differing case and deploying them with two differing names?

The end result is we are broken when cabbing and a path is used with case sensitivity turned on.  I can only assume we upper cased the file name to prevent duplicates.
