[wix-devs] FeedBuilder

We're expecting new features in v4 first, and then can decide whether it's
a candidate for being ported back to v3.  I'll let Rob/Bob comment on the
state of the FeedBuilder code, a cursory search shows some fragments in v3
and completely different fragments in v4.
