[wix-users] Bootstrap install issues

It always says package was absent, even after the install just completed.

So to actually uninstall the package, I have to run the EXE used to do the install.
When I select uninstall, the package is not uninstalled, but ARP shows it removed.
I have to then run the EXE again, which runs my MSI, which then presents me with the Maintenance window where I can actually uninstall the package.

This is about as simple of a bootstrap project as you can get.
No dependencies except .NET framework, and just 1 MSI package.

This happens whether I use * for Product ID or hard-coded value.
I do have a hard-coded upgrade code.

The main product (My installer only installs 1 msi), is still installed, so subsequent installs of the same version, different build, fails.

Only way I can fix this is to do a registry search to remove the main product.

This is happening on multiple software programs I am currently working on.
