Thank you for the reply! That fixed the issue for me. Had mistakenly
replaced it with wix.targets instead of wix.ca.targets. Also wix.ca.targets
needed updating

<CreateProperty Value="$(WixToolPath)\sdk\" ... instead of  <CreateProperty
Value="$(WixToolPath)..\sdk\"
