[wix-users] Dotnet Restore Error Message

Using WiX v3.11.2  and a fresh  C# custom action project,  to make sure the MSBUILD is modern,  during my build execute:

dotnet restore my.sln

I get

error : The WiX Toolset v3.11 (or newer) build tools must be installed to build this project. To download the WiX Toolset, see http://wixtoolset.org/releases/


WiX is installed and later when I call MSBuild the project does get built.

Should this be or am I missing something?
