[wix-users] Always install new file and skip the MaintenanceTypeDlg dialog

Hello everyone,

I am new to WiX. Currently, I am using VS2019 and WiX Toolset 3.14.

For our application, we always want to install over the previous version so
there is no need to display the MaintenanceTypeDlg dialog during the
installation process.

Can someone tell me how to do this? I use WixUT_InstallDir as my UI
reference.
