[wix-users] Disabling .Net repair in 3.x

I see that in 4.x we have removed the repair command (https://github.com/wixtoolset/wix4/blob/develop/src/ext/NetFx/wixlib/NetFx462.wxs#L56).

Would this be the same approach in 3.x, if we were to manually remove https://github.com/wixtoolset/wix3/blob/develop/src/ext/NetFxExtension/wixlib/NetFx462.wxs#L76 ?
