[wix-users] Unable to create installer for Vietnamese language

It is possible to provide your own localized strings. For example you might
start with
https://github.com/wixtoolset/wix3/blob/develop/src/ext/UIExtension/wixlib/WixUI_en-us.wxl
and produce your own version with appropriate translations. Providing your
own translations is the first step. Once you have translations you might
consider contributing them back to the project so they benefit everyone!
