[wix-users] System registry key started showing up in our MSI

Heat is capturing that registry addition while harvesting the
self-registration for Microsoft.Practices.EnterpriseLibrary.Common.dll.

I don't know enough about heat to know if that guarantees the registry
stuff was added by Microsoft.Practices.EnterpriseLibrary.Common.dll or if
it just happened at the same time heat was harvesting.
