[wix-users] light.exe : error LGHT0217 with system account from Teamcity (ICE01 to ICE07)

It doesn't have to be just the PATH environment variable. If the entire
size of PEB (all the environments together) is larger than 32 kB then
you'll run into this problem. How to reduce the total environment size will
depend on the environment variables set by TeamCity and your build agent,
etc.
