[wix-users] Missing i329: Removed package dependency provider entry in uninstall log (as part of MajorUpgrade)

The WiX Toolset installer behaves the same way as yours does. It only
removes the package dependency providers on a full uninstall. If it is
uninstalled as part of an upgrade then it's not supposed to remove them
because the new bundle needs them.
