[wix-users] Custom MBA OnApplyPhaseCount

Sorry about the COVID Disclaimers. I did not know that we add these to 
all outgoing mails.

So this only changes when there is no Cache or Execute Phase.

Is there a way to get the package related info in the planning phase?
Or is this purely based on the knowledge of the chain?
