[wix-users] Manage admin rights on the installer and on software executable.

This would typically be a Per-User install.
Where the files are loaded into the UserData folder(s) rather than the
system wide Program Files locations.

Having an EXE that prompts for elevated privileges really just comes down to
the EXE manifest, and the programming of the executable.
