[wix-users] WiX nuget package

The WiX v3 .nupkgs are not official. There are no official WiX v3 .nupkgs. All WiX Toolset binaries published on NuGet.org were created by individuals to solve their individual problems.

The "wix" name on NuGet.org was recently transferred to us in preparation for WiX v4 which will publish official .nupkgs.

NuGet packages are fairly new...  The old way has always been the binary zip, and a few MSBuild properties.
