I think the confusion is you replied to someone else's thread.    For WinPE environment,  Windows Installer isn't an available service so WiX has no part in what you need to do.  You aren't likely to find an answer here. I'd ask over on ServerFault.com.

Hi. Okay looking for which drivers to put into my win pe. And also need the free nvda screen reader, but not sure which files to mount. Thanks. If you have built a win pe, from stratch, let me know. Probably a long shot. Sorry for bothering you.

Honestly you’re not making a lot of sense, but there’s an MSI property for all users versus per user.
