It depends on major upgrade (and RemoveExistingProducts scheduling ) or minor upgrades.    When in doubt the best thing you can do is test on a clean VM and find out how it behaves.

   1. Is it safe to move components from one feature to another? Should I
   change the GUID or anything, or can I just move it? Some of them are going
   from "always install" to "conditionally install."
   2. I have a component that contains a single unversioned file (not an
   EXE or DLL, just a binary file that means nothing to Windows Installer.)
   I'm renaming the file, but it's logically still the same thing - it just
   has a different file name now. Can I just change the file name in the
   <File> element or should I change the GUID on the component, too?

I tried a bit of googling but can't find the right set of keywords to get an answer.
