[wix-users] Allowing user to choose a scope of installation

Hello WiX toolset team,
I am just starting with WiX toolset and I like the documentation so far that I have read.
I see that there is a possibility to set the 'InstallationScope' property per user and machine but that setting is fixed and cannot be changed later, by user. Is it possible to create such setup where user can later choose whether to install my application for all users or just for the current one? If there is, could you direct me please where to look for instructions how to do so?
